Canton, June 15th. 1909.
Sir,
I have the honour to acknowledge the receipt of your
despatch of the 11th. June, calling attention to the
absence of Chinese cargo on Messrs Butterfield and Swire's
line of steamers between Wongkong and Manila. You foared f
that this state of affairs was due to the offorts of
Canton agitators, and requested that I would cause a
proclamation to be issued.
I have to remark that several warnings have
been given by me to merchants in Canton, who recently
have been quiet and have given no trouble. I run moreover,
as you will justly observe, unable to accept responsibil-
ity for matters outside my jurisdiction and this impartial
admission on your part fills m with admiration.
The issue of a proclamation is, however, a matter
